In San Diego’s North County, the ability to attract new business to the area is proving to be a formidable task.  Many of the advantages to living in Southern California, those things that are considered benefits, are now acting as barriers to new growth.  The quality of life along with an abundance of new jobs has created problems with housing affordability, traffic congestion, utility shortages and other similar types  of complications.  Therefore, if the area is to continue to grow, it will most likely occur with new ventures that are home grown.

In this New Economy, the challenge is for communities to become more innovative, more intelligent, more socially responsible - more competitive. The objective of cluster cultivation is to help create a competitive advantage out of the existing local business environment by creating synergies and by nurturing the region's key industry clusters. 

The cluster approach recognizes that by growing and nurturing our own entrepreneurs rather than seeking, at great expense, an outside company to "come in and save us", San Diego North will create  a stable economy that is less impacted by industry-specific down-turns. Therefore, it is essential that we develop a diverse business community that includes a variety of industry clusters.

This strategy ensures that the North County of San Diego builds on its strengths and has the appropriate workforce skills and infrastructure to move forward into changing economic times. Success for this type of endeavor requires an enormous amount of cooperation and collaboration between many regional institutions, organizations and businesses. It also requires that the traditional ways of dealing with problems be retired and that all of the stakeholders explore new and creative solutions.
